Can i turn a pc into a telephone system exchange?

What i want to do is make a computer which can act like a telephone system surely this is possible with a whole bunch of PCI modems.

3. You need to interface your PC with a switching rack matrix. Hope you know how to build one because I don't have enough time to explain it to you here. You could purchase an older rack with about 100 ports for about a couple hundred bucks!. Avatarxz
