Windows 7 Not Able To Play Audio Files with Bitrates Lower Than 128kbps?

I have alot of songs on my old computer that had a bitrate of 64kbps and the played very well on my computer, itunes, ipod and cell-phone. But for some reason they don't sound right on my laptop that used Window 7, is there anything I can do to fix that or is this just how Windows 7 is? My Computer Info: I have a Satellite Toshiba Laptop, 2GB RAM, 32-Bit Operating System, Came with Windows 7.
