How does voice mail work on the tracfone?

Does the phone need to be turned on before, I recieve someone's voice message? If the tracfone is turned off and you recieve their voice mail, leave a message, but the message that was left was never in the inbox. So if the phone is off even though the person gets voice mail and leaves a message after the beep, you never receive that message? I've left voice messages on someones tracfone (their phone off) and they never got those messages.

2. No that shouldn't be, if the phone is off and their number is active you should be able to leave a voice mail message. I would call customer service with that problem.
