Is this little piece of hardware a regular modem or is it just specifically to connect a VOIP phone system?

  1. It is only a router not a modem. As you know a modem is capable of connecting a computer to the internet, a router can connect a computer to a modem only - not directly to the internet.
  2. It is a VOIP router. To use that you would need an existing internet connection and a network. Plug that into your network and it can work with a VOIP account as well as add a few more computers. http://www.cisco.com/en/US/products/ps10026/index.html Again... it is not a modem. You would need to, at the very least, connect that device to a broadband modem. end of line
