Who is the voice mail lady for cell phones?

Every time you call someone on their phone and it goes to voice mail, a lady says "please leave your message after the tone. When you have finished recording, hang up or press # for more options." Who is this person? Is it a person? Maybe a computer? I don't know. Do you?
