Big problem that needs to be solved quickly

How do you dial Emergency Personnel from a Cisco Systems: Cisco IP Phone 7961 Series?? We've tried dialing 9 and then 911 but it just comes up a busy signal. We've dialed 911 from someone's cell phone a little while ago but we can't seem to get through on these Cisco phones! How do you dial emergency personnel on these??? -Later Gator-

1. The phone isn't the issue, it's the phone system that the phone is connected to. Is this an internet phone? When IP based phones first came out this was an issure. It's my understanding that the problem has been solved. In any case, you'll have to contact your phone service provider to see how to correct the problem.
