Is it possible for police to do a phone trace on a VOIP phone system?

i have someone calling my house under a number marked "annoynomous"... 5 times a day, sits there and just breathes heavy and rubs the reciever against what sounds like fabric (i dont want to know!) ... with a voip phone system, will police be able to trace the number and lets us know whos bothering me??

1. Yes, because all calls are logged by your VOIP company. Just call the police, then they will contact your VOIP company to release the logs for it.
2. Yes because the call still travels, eventually, over POTS lines. They simply involve the telephone carriers, including the VOIP provider to trace the origin of the call.
