1. Yes, it's going there now.
2. VoIP is already starting to take over conventional phone lines. Especially because it is cheaper than convential phone lines, because most people already use High-Speed Internet and it is cheaper to add the service. Conventional Phone lines are becoming obsolete due to VoIP and cell phone anyways, so yes I think it is safe to say that VoIP will become the standard for the future.
