Toshiba Phone System

In my system info under internet explorer my IP address and all server addresses are 0.0.0.0, Is that bad?

Ever since I changed internet providers I've been having bad computer troubles. My new provider's techs just keep reading from the same page of their manual. Matters are complicated because I have only 1 phone line. So, I have to hang up to try their advice. I call back and say, "Didn't work this time either" Anyway, I figure I may have better luck here. Thank you for your help!
