TOSHIBA P200-1JV 2 USB drives dont seem to work?

This is really odd and I work with PCs for years and know abit about them. I have a TOSHIBA P200-1JV ( great laptop by the way). It has 6 USB ports. All are in the system of the Vista control panel. Only the 4 right hand side ones work. I have tried all sorts of USB devices in the 2 that dont. Here is where gets is really strange, my Palm 750 phone works, but thats it. My mouse, external drive dont etc. I have even removed them for the system and rebooted and this has not fixed the problem. Help!

1. the other 2 usb might be 2.00 enhanced, my webcam and mouse dosent work in the 2.00 ports
2. Consider yourself lucky. I had three in my acer and they all quit just like that and never to work again. My suggestion, whatever works where leave it alone, don't be trying to make them work(drivers etc) babysit your other ports there probably next. Mine was the motherboard on 16mo old laptop discontinued, unfixable.
