how to set up multiple phones for business?

ok so i have 2 phone numbers and 2 phones and i have 2 splitters that look like this http://images.orgill.com/200x200/6876536.jpg i have one phone hooked up to one number and the other phone to the other. when someone calls the first number and the line is busy it goes to the second phone. but i cant get it the other way around meaning if they called the second number and the line is busy it wont go to the first phone.

it is called a "Key Service Unit". you can find some small KSU's (2 line, 6 station) for under $500.00. SOMETIMES, the local phone company will provide "ring over" if you pay for multiple lines - without a KSU.
