is the ip address of a laptop depends on the modem thru which we connect or it depends on the system?

i'm female 27 working in an IT corporate.i want to file a complaint about harassesments to women thru online.but i dont want to go in person or even thru phone.i want to complain thru online frquently & also want to threaten my senior officials who indulge in harassements thru mails & to say them what r all they do thinking that no one knows it.but frequently i cant go out for net centers.so i want to send mails from my laptop but i dont want them(anyone in this world) to identify that its me,bcos my future may get spoiled.so please help me how to hide my ip address & anyother thing which must be pimped or hidden so that they cant find me.please i beg u & u r doing a welfare to the women society

1. Edited- Apparently that website got shut down, sorry. And i re-read your question. It depends on the modem, if youre going to do anything.. like whatever youre doing, go to an internet cafe'. There are SOME ip scrambling softwares.. I think they cost money though. google IP Scrambling.

3. you can use a program called anonymizer just download the free or trial version
4. THe system gives you an ip address...theres programs that change your ip this is why i know.
